How to use the simulator?

I'm using hitachi 2168.I want to use gdb/simulator for debugging. My configuration is fairly simple,using infra ,ecos kernel , HAL h8/300h variant ,and my 2168 board platform .when I run gdb in cygwin,it performs as follow:
$ h8300-elf-gdb hawk
GNU gdb 5.2.1

This GDB was configured as "--host=i686-pc-cygwin --target=h8300-elf"...
(gdb) target sim
Connected to the simulator.
(gdb) load

(gdb) run

Program received signal SIGILL, Illegal instruction.
0x00002006 in __start ()
(gdb) disassemble __start
Dump of assembler code for function __start:

0x2006 <__start+6>:     07 80             ldc   #0x80,ccr
0x2008 <__start+8>:     07 c0             ldc   #0xc0,ccr

0x2010 <__start+16>:    79 09 00 08       mov.w #0x8,e1
End of assembler dump.
(gdb)
