[ECOS] H8/300 HAL update

I have just committed a large patch to the repository. It
incorporates Yoshinori Sato's patches for the H8/300H and H8S targets
together with a few updates from me. See the patches list for more
details.

These patches have currently only been tested on the H8/300H and H8S
simulators in GDB, they have not been run on any real hardware.

The new version of the HAL depends on some patches to the the compiler
and GDB. These patches can be downloaded from:

The main purpose of this message is to warn any H8/300 users out there
(are there any?) that the HAL now expects the compiler patches to be
present, and to ask them to test the new HAL on their hardware. Send
any patches to fix any bugs to the patches list and I'll check them
in.
