To my knowledge, the GNU chain tools porting was started few years ago,
but the process was stopped before implementing in the compiler all
the architectural restrictions. I don't know if anyone has continued it
for more than student research. I guess Metrowerks or Green Hills tools
are out of the question?

This is a little vague; do you mean is someone else working on
this, or perhaps is there someone out there who would like to
do it for you?
The biggest question before starting: is GCC+BINUTILS available
for this processor? If not, you have a long road ahead.
