What we have done is install a VSR on the FIQ. This worked well. The
hard part was kicking off a DSR from the VSR. We only needed this 1 in
every 8 FIQ. We cheated in the end. The interrupt control had a
register you can write to to cause interrupts. So our VSR kicked off
an ISR when we needed a DSR.
