Did you try this (or the ConfigTool equivalent)?
  % ecosconfig new pc redboot
  % ecosconfig import ${ECOS_REPOSITORY}/hal/i386/pc/current/misc/redboot_FLOPPY.ecm
  % ecosconfig tree
  % make
