I'm sorry to have made an incomplete inquiry
What I meant by "user programs" is:
The user of my product shall add his application (limited to a few commands as for example like Lego mindstorms upload) to the full design. My design/program handles the hardware and the master-controls.
or as you put it: " load additional applications dynamically " !
