That is incorrent.  The % is used only for parameter entities, which are
declared with % in the declaration.  Parameter entities
can only be referenced within the DTD, not in the document instance as
you are trying to do here.  So your entity references are not working
and none of the data is being loaded.  What happens when you use "&"?
