If you open this file in IE, it will try to style
the XML using "xml.css", according to the processing
instruction at the top of your file. What is
xml.css? Does it know how to handle ulink and other
DocBook elements?
If not, then you might try processing your XML file
with the DocBook XSL stylesheets to make HTML files
and then open those in IE.
