really a docbook "packaging" question

kind of off-topic, but i've noticed that the packaging of the
docbook stuff on red hat linux is kind of non-intuitive, heavily
laced with SGML references, such as the fact that the XML DTDs
are under /usr/share/sgml, xsltproc gets the locations to find
catalogs from the env variable SGML_CATALOG_FILES, and so on.
anyone know if there any plans to clean this up so that XML
gets its own directory structure to make it easier to understand
the file and directory layout? just curious.
