No, the id values must be unique to the whole document you are parsing.
Then authors of modular documents must to use long name values for id's. And this names will depend of document's structure :( Ok.
Having seen what docbook stuff uses, I steal those ideas.
E.g. a chapter on subject pages,

etc,
so the names relate to the subject?

id="full.path.with.sub.parts.of.set.document-name.pgs.ex.1"
for it be unique.

Yes, at parse time.

It's possible to add element, which will control situation when "id" not exist in current edition ? "id" may be visible after join of documents.
No. Its an error if the id does not exist at parse time.
