There is another approach.  Isn't this issue why processing
instructions were included in the XML spec?  
"2.6 Processing instructions (PIs) allow documents to contain
instructions for applications."

The DocBook scale attributes started with a couple of
non-semantic hints in the graphic attributes.  But exanding
those to a large system of attributes for controlling
output for multiple output formats is getting pretty
unwieldy.  Processing instructions, on the other hand, can
be targeted to specific output formats, so you could
include multiple PIs for each graphic you want to control.
The PI specs would be agreed upon and would be part of the
stylesheet system rather than the DTD.

Have PIs been considered for things like this?
