It is a file format for writing technical documentation, mostly about software.

Then, you need various programs to transform DocBook to PostScript for
printing, HTML for Web distribution, etc.

Well, as a technical writer, you certainly know SGML. So, DocBook is an instance of SGML (there is now a XML version as well).
