You've got title and docinfo in the wrong order:
Part ::=
((DocInfo?,Title,Subtitle?,TitleAbbrev?),
PartIntro?,
(Appendix|Chapter|ToC|LoT|Index|Glossary|Bibliography|Article|
Preface|RefEntry|Reference)+)
<part><docinfo>...</docinfo><title>...</title>...</part> works.
