I'm not sure exactly what you're talking about. "formatter plugin" to
a DTD? What does that mean?
If you mean you are trying to get straight ASCII from docbook then you
seem to have a few hack methods available: (a) someone has an
experimental lout backend to jade, (b) make HTML output (nochunks) and
use an HTML formatter (such as 'lynx -dump') to production ascii, (c)
use docbook-to-man or docbook2man (3rd party) and use groff to make
ASCII.
None of which are all that great alternatives...
