This is true, but note that the 2003 namespace was only
suggested in a working draft from November 2003 to April 2004.
We reverted to the 2001 namespace in our April 2004 CR when
people rightly complained about our changing the namespace.

We try not to make unnecessary changes even from draft to
draft, but it's funny to be blamed when we make a change to
a draft in response to user feedback. 

We appreciate the quick implementation of our drafts, but the 
WD with the 2003 namespace was current just from November 2003
to April 2004, and we changed the namespace back to 2001 in the 
CR of April 2004 (with a big italic note in the status section).  
The CR is the period when any early implementations should be
updated to match the specification as defined in the CR.

The official XInclude Recommendation (with the 2001 namespace) 
has been out since December 2004, so all implementations should 
really be supporting the 2001 namespace.
