Yes, this is a result of fixing bug # 702932  "Section title formatting in
TOC incorrect". Now markup in titles carries through to the TOC and any
running headers.  The only time this doesn't happen is when the title
includes an xref (rare, I think).  The complications due to the xref are
described in the bug report comments if you are interested.
