The xml file in the templates directory should really be removed from the
distribution as it is no longer up to date or useful. You want to edit a
copy of the titlepage.templates.xml file under fo, and then generate a new
xsl module using template/titlepage.xsl. Then include the new module in
your customization layer. See:
