The current stylesheets cannot group citation references together.
You can file a feature request on the DocBook SourceForge
site:

I suspect that this feature will be implemented for the new
biblioref element when several appear inside a citation
element. The biblioref element is not in the DTD yet, so
I don't know when the stylesheets will support it.

Now using current xsl stylesheets we can only make the single xrefs to
biblioentries, just like [text],[text],[text] or [1],[2],[3].
How can one (if it possible at all) make references grouped together,
for example [text,text,text] or [1,2,3] or even [1-3]?
