[docbook-apps] HTMl-output of simpara <-> para

I have an orderedlist. The listitems contain either 1 simpara or 1 para.
In HTML output, there is no extra space before and after a simpara. But
there is extra space (about 1 blank line) before and after every para.
Is this behavour correct?
