I think passiveTex can read PDF graphics, but I don't believe FOP's
architecture would easily support this.
We use references to separate SVG files in our DocBook content to
produce PDFs with vector images via FOP. We've only needed simple
graphics (authored with CorelDraw 10) and the Batik library used by
FOP seemed to work fine.

PDF can AFAIK contain both vector and bitmap data. I belive it
is
PostScript under the hood.

I belive this is correct.
Last time I investigated I didn't find support for either EPS,
nor
PDF, in FOP.
