No. Relative system identifiers must be resolved with respect to the base URI
of the file that contains the declarations. So "../ch00.xml" resolved
with respect to "entities/content.ent" results in a "ch00.xml" in the
same directory as book.xml.

XMetaL bug, I think. The AElfred parser exhibits the same bug (or at least
some versions do).
