I am with Dave on putting all the parameters into param.xsl. 

In the DSSSL stylesheets, all the parameters - including those
for chunking - are found in 'dbparam.dsl'.  It was simple and 
easy to find all the things that you could change.

When I first started working with XSLT, I could not find the 
chunking parameters after spending a good amount of time looking for them.
I wrongly assumed that this functionality had just not yet been added
to the XSLT stylesheets.  It was only later that I discovered them in
'chunk-common.xsl'.  In the meantime, I had gone back to using the SGML
toolchain because I thought I could better control chunking.

So especially for those of us migrating from DSSSL to XSLT, I think
having all the params in one place would be extremely useful.  As 
far as not making it too confusing, I suppose all the chunking params
could be at the end of the file with some large comments above them.

Right now it is a pain-in-the-neck to have to check two places to
see if a parameter can be set.
