I'm slightly confused because Camille's answer, which you seem to
indicate worked for you, was for DSSSL where you get the latter
behavior by default, not the former. For XSLT, you also have to set
<xsl:param name="section.label.includes.component.label" select="1"/>
Which is a really ugly name, I know. :-/
