Indeed there is:
"hhc <project file>.hhp"
As far as I remember the hhc (HTML help compiler) is part of the HTMLhelp
workshop standard installation. So you only must install the HTMLhelp
workshop and maybe must add the path to the installation directory to your
PATH environment variable.
