Headers with an underbar and make rule and JadeTeXinsertRule

Hi,

I have been doing a lot of investigation on why I get an unsightly amount
of space between my header and the rule underneath it that I have inserted
in my DSSSL hacks ...

I am convinced more than ever it is the insertRule macro in JadeTeX that is
causing the problem, and I have been forced to delve into TeX far more than
I wanted to.

While I am currently investigating this still, it seems that the problem
may be related to the fact that 'make rule' can be added any where in a
sequence or paragraph or wherever, and is perhaps intended to be inserted
on the current line between two pieces of text. In which case, it should
have the same \baselineskip as the text on the line.

It also seems to be being inserted in an \hbox, which is perhaps where it
is inheriting its \baselineskip, and thus the white space I don't want when
I want to underline a whole header line.

Is it possible in TeX to figure out if you are in verticle mode (at the end
of a paragraph)? If so, then perhaps a different macro can be used.

Just some rambling at the moment, as I research this some more.

Regards
