That's very strange. The relative URI "../VERSION" in docbook.xsl is
clearly getting made absolute in a bogus way. I haven't seen this
problem, and I have been using Xalan2 recently. Can you try a more
recent version of Xalan2?

You might try "file:///usr/local..." and see if that helps.
