You may want to revisit some of the UML tools, especially the ArgoUML
project as this not only uses an XML for file/diagram interchange, but
being open source, you can have a say in the direction of its development.
ArgoUML is also building their own documentation in DocBook.
A simple websearch on "argouml" will locate the relevent websites.
