I gave it (test-es.sgml) a try and it works for me flawlessly. All
special spanish characters are visible to me.
I've the impression your TeX system is messed up somehow. Unfortunately
I don't have any clue how to debug it further. I'm using teTeX as-is
coming with SuSE Linux 6.4.
