CT_ARCH_ENDIAN unset on PowerPC

Hi Yann, all,

I'm still struggling with the PowerPC 405 / GCC 4.7.2 / EGLIBC 2.16 toolchain.
The rootfs without the DLMZB opcode works fine on the 405EP, but the cross-compiled
locales are broken.

I've now tracked it down to the fact, that ARCH_ENDIAN is not set, thus localedef is not
called with --big-endian. Could it be, there is something wrong in config/target.in if
ARCH_SUPPORTS_BOTH_ENDIAN is not given? Or have I just misconfigured something?
