Subject: [PATCH 0 of 2] Apply PKGVERSION and BUGURL options to all applicable tools

Hi Yann, all!

The PKGVERSION and BUGURL options are currently limited to GCC 4.3+ although
several other toolchain components accept them.

The following patchset moves these options to toolchain level so that all
applicable tools use them.

I have successfully tested it.
