any reason not to use USE_SYSROOT?

  working my way thru the crosstool.sh code and wondering if there is
any compelling reason not to use USE_SYSROOT? i notice that
crosstool.sh forces "--with-sysroot" on binutils >= 2.14, and using
this also lets you build a 32->64 bit cross gcc. given the benefits,
what would be the advantages of *not* using this?
