I imagine it's an old attempt at a standard way to install compilers for lots of targets.

As long as the directory doesn't exist, you're ok.

It would be nice to know how to disable it.  Probably
it would be an easy patch (just look at how -print-search-dirs
is implemented and follow the trail backwards).
