I have essentially the same problem with a SH target and what I have been doing is using objcopy to generate an S-Record file from the coff (or elf) file. I have a simple loader that can get the S-Record file into RAM of Flash via a serial port (or I can use a programmer for production) and I use the S7/8/9 record to get the start address (which one depends on the address size).
