Error while configuring cross compiler

Hello,

I am building a cross compiler with m38k-coff as target. I have
gcc-2.95.1,
binutils-2.9.1 and
newlib-1.8.1
and am trying to build it on cygwin 2.249.2.5
While configuring the cross compiler I am getting following error:

checking lex output file root... lex: not found
configure: error: cannot find output from lex; giving up
Configure in /source/binutils-2.9.1/binutils failed, exiting.
///

Can anyone please tell me where am I going wrong? Also, if anyone knows
where to find detailed steps for building a cross compiler for m68k target?
