  Well, it isn't obvious I agree.  The reason I asked is because usually
when I've seen this sort of error before

it is because the configure failed and so did not generate the makefile
for the file in question.  So my next questions are: is there anything
obviously wrong with the libiberty/makefile ?  Or did anything go wrong
while it was building libiberty.a ?  I assume that there is no file at
../libiberty/libiberty.a ?

  And one more question:

  Did you re-run the configure command to get that output?  Just checking.
