http://www.nanotech.wisc.edu/~khan/software/gnu-win32/ has a few howtos
that describe the various steps in building cross-compilers under Cygwin
for various targets (including GNU/Linux). Note that some of the howtos
are old and outdated (eg., the one for Linux->Mingw and Linux->Cygwin),
but the Cygwin hosted ones are recent. Check dates within.

I should probably a bit about the CR/LF line ending issue that David
points out.
