Agree about the binary format, but what if you don't _have_
an operating system ?

I've (quite happily) used "mips-elf" in the past and I wouldn't like
it if configure insisted on an OS being specified, given that all I want
to do is compile code for an OS-less embedded target (or even my own
OS).
