It seems to me that you want to generate code for an embedded target, so
the above mentioned HOWTO is most probably not very useful since Linux
specific.

For compiling the cross tools for an embedded system you should refer to
ftp://ftp.cygnus.com/pub/embedded/crossgcc/FAQ and

(1)	use ``original'' binutils and gcc sources and
	NOT versions with Patches for Linux

(2)	apply crossgcc-gcc-2.7.*.patch (depending on the gcc version you
	are using) as described in the FAQ

and

(3)	use something like ./configure --target=m68k-coff
