[3rd request] [PATCH] FT32: Permit R_FT32_18 overflow

- Subject: [3rd request] [PATCH] FT32: Permit R_FT32_18 overflow

The howto for R_FT32_18 was using complain_overflow_signed. But some
valid address calculations exceed the range of this reloc. Changing it
to complain_overflow_dont allows them.
