All I can say is that I was just going by what I was told at the time.  
Obviously in future, I shouldn't use such explicit wording when committing
new support, so as to have some wiggle room for when the hw designers
decide to make some last minute changes.  My bad.

I'd need a crystal ball for that, since I don't make those decisions.
I am fairly confident the ISA wrt POWER9 is set.  Then again, as this
patch proved, I've been wrong before. :-(
