include/libiberty.h out of sync?

Hi,

I ran into a segv when trying to use a Darwin X w64-mingw32 toolchain, which seems to be down to a missing definition of choose_tmpdir().

Looking a bit closer, it seems that include/libiberty.h doesn't match libiberty.

[ Also, looking at gcc-trunk it seems that libiberty is out of sync with that. ]

attached a patch for the former, 
am I missing something?
