binutils po files question

Back in February a patch to enable -mtune=bdver1 was committed:

I've since discovered that similar flags appear in the /po directory
in files but that the bdver1 (and amdfam15 as well) are out of sync:
gas/po/es.po
gas/po/gas.pot
gas/po/id.po
gas/po/ru.po
Are these files updated periodically? At patch time? Generated?
My first guess would be that the translations are updated at major
release time as translators have time according to
http://translationproject.org/domain/binutils.html.
