ppc_symbol_chars

- Subject: ppc_symbol_chars
I'm not sure why '+' and '-' were added the ppc_symbol_chars. The
comment referring to branches isn't correct. Maybe it was at some
stage, but insn mnemonics aren't operands, so are not affected by
what is accepted as a symbol.
Removing them cures the following

* config/tc-ppc.c (ppc_symbol_chars): Remove '+' and '-'.
