It's more complicated than you think :-)  src/ and gcc/ have different
versions of intl, and more importantly, different versions of the intl/
m4 glue.  The only thing that would reliably fix this is using the same
version for both, and since this does not affect binutils release
tarballs, let's not touch it till after 2.16.
