IA-64 gas patch from David Mosberger-Tang

I checked in this patch which adds .serialize.data and
.serialize.instruction pseudo ops.  This allows the kernel to eliminate
some dependency violations that gas can't handle on its own, because it
requires info that gas doesn't have.  This was originally posted to the
ia64 linux kernel mailing list.
