You really don't want to do this. Binutils 2.14 is incompatible with
binutils-2.11, and gcc-3.2 is incompatible with gcc-2.96, which means
that you have to replace most of the OS if you want to upgrade your
system tools. It is a lot easier and a lot safer to build them yourself
and install them someplace else like /usr/local.

There is no RHL 9 release for IA-64.
Red Hat gives away the ISOs for its consumer/box product OS releases,
but not for its server OS releases, so if you want RHL ISOs for IA-64,
you will have to pay for them. If you know how to make your own ISOs,
you might be able to build your own. It is probably easier to buy them,
or to get them from another source, e.g. SuSE.
