2.13.1 released

Subject: 2.13.1 released

I've sent 2.13.1 to sources.redhat.com and ftp.gnu.org; it should be visible
shortly.  This is a bug-fix release over 2.13; it should be strictly better.
There are some reported but undiagnosed problems with combreloc mode on
ARM/Linux; other than that I don't know of any problems with it.

Enjoy!  Now, onwards to 2.14 (eventually).  If you have a bug-fix that you
want to commit to the 2.13 branch, feel free to do so, but no more releases
from that branch are planned.
