That's part of it.  The other part being that all other targets now
cache internal syms rather than external syms.  Since the code leaves
the external syms cached sometimes, later code in elflink.h is going
to be rather unhappy.  Send me a note if you want me to fix this.  I'd
rather you gave my gas reloc patch a bashing on arm and any other
hardware you might have.  :)
