I have no way to really test them, I don't know of MIPS16 capable
hardware featuring NewABI yet.

Is there any harm in leaving it in? I heard of some people who are
interested in NewABI with MIPS16 support. Btw, the MIPS16 code in
elfn32-mips.c is untested, too.
