Remove 2.13 version number from GAS NEWS file

- Subject: Remove 2.13 version number from GAS NEWS file
Hi Guys,
I am going to temporarily revert David's patch to add the new
release number to gas/NEWS. The convention is that the head of this
file slowly accumulates notices of new features added to GAS until
such time as new release is made. At that point the new release
number is added to the file, the branch is made and so on.
After the branch has been made the mainline sources start to
accumulate new entries in the NEWS file, going ahead of the latest
version number, until the next release is made.
